Meanwhile, in Indonesia, rice is a staple food for around 95% of the population, consuming 108-137 kg of rice per capita. Therefore, the increase in rice production in Indonesia must continue to be higher than the rate of population growth which reaches an average of 1.3% per year.The Government of the Republic of Indonesia through the Ministry of Agriculture established an action program for Increasing National Rice Production (P2BN) of 2 million tons of rice in 2007 and thereafter increasing 5% for each year.P2BN is a program that supports food security with the aim of creating a national rice surplus of around 1 million tons as rice stock at Bulog (Logistics Agency), so that rice prices are more easily controlled. In addition to the background of the P2BN program, the Indonesian government was still importing around 3% of rice to meet national food needs in 2007.this is also motivated by the instability of the condition of national rice which is caused by, among other things, a decrease in the planted area and harvested area due to the conversion of productive paddy fields, attacks by plant-disturbing organisms (OPT), increasingly limited water resources and climate change (the impact of climate phenomena) which is difficult to predict.West Java Province is one of the rice production centers in Indonesia which makes a major contribution to national rice production.
